Roseburg Police cited two people in separate shopping cart incidents on Thursday.
An RPD report said at 3:00 p.m. a 70-year-old man was contacted in the 1400 block of West Harvard Avenue, with a shopping cart belonging to Big Lots. The man had been warned multiple times that he was contacted with a shopping cart, he would be charged with theft. The man was unable to explain why he had the cart, other than he wished to place the officer under citizen’s arrest for taking the last cart he was in possession of. He was cited for second-degree theft and was released on the scene. The cart was recovered.
At 8:10 p.m. an officer saw a woman pushing a shopping cart in the 600 block of Northwest Garden Valley Boulevard. The officer confirmed that the 41-year-old had been previously warned about being in possession of shopping carts. The cart was identified as a Bi-Mart cart, and the business wanted to pursue charges. The woman was cited for second-degree theft and was released.
