Roseburg Police cited two people in separate shopping cart incidents on Thursday.
An RPD report said at 3:00 p.m. a 70-year-old man was contacted in the 1400 block of West Harvard Avenue, with a shopping cart belonging to Big Lots. The man had been warned multiple times that he was contacted with a shopping cart, he would be charged with theft. He was cited for second-degree theft and was released on the scene. The cart was recovered.
