CHEYENNE, Wyo. — Laramie County commissioners may soon allow a horse racing company to conduct pari-mutuel wagering at upcoming betting locations in Cheyenne.
At its regular Tuesday meeting, the Laramie County Board of County Commissioners was set to vote on resolutions that would grant Cowboy Racing LLC permission to conduct pari-mutuel wagering at new horse betting facilities. However, commissioners opted to postpone action on the item at Cowboy Racing’s request, Commissioner Gunnar Malm told Cap City News. Commissioners will take up the item again at their next meeting Jan. 7.
“Cowboy Racing’s mission is to create a world-class, state-of-the-art racetrack and equestrian center and develop 300+ acres into a regional recreational destination,” the organization states in its business introduction. “We are doing this for the horsemen and women, the equine athletes, the jockeys, the breeders, owners, trainers, and all the people who support horse racing in Wyoming.”
In November, the Wyoming Gaming Commission granted permits to Cowboy Racing for live racing and simulcasting, according to a letter from Nicholas Larramendy, executive director of the gaming commission.

This facility is currently in the design stages for renovation. Once open to the public, it will operate seven days a week. Business owners believe the facility will attract around 150 patrons daily. The business has a desired opening date of March 31.
A separate section of the brewery will be renovated to hold live simulcasting and 52 historic horse racing terminals. The horse-betting portion of Westby Edge would be open seven days a week. The opening date is slated to be March 31.
Following the restaurant’s closure in April, the owner agreed to allow Cowboy Racing to renovate the building into a betting facility. The business would be open seven days a week and contain 150 historic horse racing terminals, including 24 situated in an outdoor smoking room. Operators believe the location will garner an average of 275 customers daily. The desired opening day is March 15.
The Laramie County Board of County Commissioners is responsible for authorizing pari-mutuel wagering, which consists of events “authorized by the commission for the conduct of horse racing (to include quarter horse, thoroughbred or other approved races), harness racing, cutter racing, chariot racing, chuckwagon racing, professional roping events and simulcasting of dog racing simulcasting and historic horse racing,” per the Wyoming Gaming Commission.
