Dr. John Chancey, a long-time regulatory veterinarian and current executive director of the Oklahoma Racing Commission, and Connie Winn, executive director of the Oregon Racing Commission, have been appointed to the Board of Directors of the Association of Racing Commissioners International (ARCI) by the group’s Chair, commissioner Doug Moore of the Washington Racing Commission, to fill vacant seats on the Board.
Dr. Chancey has been the executive director of the Oklahoma Racing Commission in February of 2023. Dr. Chancey received his DVM from Oklahoma State University and an MBA from Oklahoma City University. Dr. Chancey currently serves as the Chair of the Drug Testing Standards and Practices Committee of ARCI.
Ms. Winn, the executive director of the Oregon Racing Commission, has over a decade of leadership experience overseeing racing operations (on track and online), managing regulatory compliance, and overseeing multi-jurisdictional online wager systems. She currently serves as the Chair of the Auditors and Wagering System Security Committee of ARCI.
For over eighty years the ARCI, through its Model Rules, has developed the best practice regulatory standards for all breeds of horse racing. ARCI continues to serve as a service provider and strong advocate for animal welfare and sport integrity. The ARCI also helps manage the National Racing Compact and operates the Sports Betting Regulators Association
