Ostapenko, ranked No 37, will face Italian Jasmine Paolini, the No 4 seed, next.
The Latvian defeated Japanese qualifier Aoi Ito (6-2, 6-1) ahead of her victory.
In the previous round of the Qatar tournament, Samsonova, ranked No 23, won against New Zealander Lulu Sun (6-3, 6-3).
