Saikia was elected unopposed at the BCCI Special General Meeting in Mumbai after being the only ones to file nomination for the post.

Saikia’s first task as the secretary was to attend the meeting alongside BCCI president Roger Binny as the board discussed India’s performance in the recently concluded Border-Gavaskar Trophy against Australia.
Meanwhile, Prabhtej Singh Bhatia was elected as the treasurer of BCCI, replacing Ashish Shelar as he resigned after taking oath as a cabinet minister in the Maharashtra government.
Saikia has a multifaceted resume that includes a career in cricket, law, and administration. Saikia played four first-class matches between 1990-1991 and was as a wicketkeeper. Although his cricketing career was short, he managed to scored 53 runs and managed to grab 9 dismissals.
After cricket, Saikia transitioned into a career in law. He began practising as a lawyer at the age of 28 in the Gauhati High Court. Before that, he had also secured jobs in the Northern Frontier Railways and the Reserve Bank of India (RBI) through sports quotas.Saikia entered cricket administration in 2016 when he became one of the six vice presidents of the Assam Cricket Association (ACA) under the presidency of Himanta Biswa Sarma, who is now the Chief Minister of Assam. He later became the ACA secretary in 2019.
