With the 2024 college football season nearing its conclusion, Devy startups will be underway shortly, so it’s time for us to look at the 2025 CFB landscape. As is the case every year, we saw plenty of “stock up” and “stock down” players in Devy over the 2024 season. It’s essential to stay on top of these rankings weekly as we obtain new information, as Devy value can change at the drop of a hat. I will be breaking down my Top 10 2025 Devy quarterbacks in this article, which should serve as a useful guide as you navigate through your startups this offseason. Remember – these are Devy rankings rather than C2C. We are simply looking for those prospects who project to make the largest impact on our Dynasty rosters down the line, not necessarily guys who project to produce the most in college.
1. Arch Manning – Texas
Quinn Ewers has officially declared for the 2025 Draft, meaning the long-awaited Arch Manning era has finally arrived in Austin. Arch’s playmaking ability and rushing upside, combined with the genetic gift of being a Manning, makes him my QB1 in Devy. We’ve only seen a small sample size from his first two seasons, but what we’ve seen has been impressive.
2. LaNorris Sellers – South Carolina
This ranking may be a bit too rich for some people’s blood, but this guy is going to be special. Think Cam Newton in terms of play style and fantasy potential. The rushing upside is undeniable – if he continues developing as a passer in 2025, we’ll really have something.
3. Garrett Nussmeier – LSU
Nussmeier recently announced his decision to run it back for one final season at LSU. From a talent standpoint, few quarterbacks are as physically gifted as Nussmeier. His arm strength is elite, and he has enough mobility to extend plays when needed. However, we need Nuss to improve his decision-making and footwork to feel confident about himself in dynasty.
4. Drew Allar – Penn State
Allar and the backfield tandem of Nicholas Singleton and Kaytron Allen have all announced their return to Penn State for one last ride. I’m a firm believer that Allar has the physical tools to succeed at the next level. His modest production in college can be attributed to the offensive scheme and lack of receiving talent at Penn State. His most reliable receivers this year, Tyler Warren and Singleton, don’t even play the wide receiver position.
5. DJ Lagway – Florida
According to ESPN, Lagway came in as the #1 overall QB in the 2024 recruiting class. He saw some action as a true freshman for the Gators, throwing for just over 1,900 yards and a dozen touchdowns. This young man is an elite athlete with a rocket arm. I’m hopeful we’ll see some of that rushing upside in Year 2.

Quick disclosure: In Devy startups, drafting a young QB early on can be a risky play. Freshman QBs Bryce Underwood and Keelon Russell may be in my Top 10, but this is purely based on their ceiling projections. The floor here is still zero. We’ve seen this movie time and time again with these highly rated QB recruits (see Malachi Nelson, Sam Huard, D.J. Uiagalelei, etc.). If you’re not confident with your quarterback pick, I’d lean toward the wide receiver position first, then running back.
