AURORA, Ill. – Aurora is taking a big step toward economic growth with the announcement of the Bilter Road Development Project, a sprawling 50-acre plan designed to attract regional visitors and boost the city’s tax base.
The project will sit near two major attractions: the Chicago Premium Outlets and the soon-to-be-completed Hollywood Casino.

Aurora Mayor Richard Irvin shared details about the development Friday morning, describing it as a “self-sustaining project” that will serve as an economic engine for the city.
Planned features include premier residential spaces, a sports complex, an e-gaming facility, and high-quality restaurants.
The Hollywood Casino, another major development in the area, is scheduled for completion in the first half of next year.
Mayor Irvin emphasized that Friday’s announcement marks the beginning of several updates to come throughout 2025.

“We’re gonna create an area that creates so much revenue for the city of Aurora that this is going to be the highest revenue-generating exit (Farnsworth exit off I-88) in the entire state of Illinois, right here in Aurora,” Mayor Irvin said.
